Functions of Finance Department :

Following Function are also carried out by the Finance department-
 
 

1.

Preparation of annual budget of Zilla Parishad.
 

 

2.

To draw funds from treasuries as & when required as per sanction orders of Government.
 

 

3.

To issue pension GPF & commutation payment orders.
 

 

4.

To keep GPF A/Cs of Zilla Parishad employees.
 

 

5.

To pass the bills received from various departments of Zilla Parishad as per the cash flow and issue cheques there for.
 

 

6.

To check proposals submitted by various departments in respect budget etc. before execution/implementation of the schemes.
 

 

7.

Give advice to all HODs/BDOs regarding submission of compliance of audit objections.

 

8.

To Prepare bar chart of the progress..

Twelfth Finance Commission

Introduction:-   

The Twelfth Finance Commission was incorporated in the year 2005.

Period and Distribution of grants;-           

Government of India decided to release grants under the Twelfth Finance Commission in two instalments every year in july and January for a period of five years from 2005-06 to 2009-10. Panchyati Raj Institutions should utilize the grants to improve service delivery by the . Panchyats in respect of water supply and sanitation.

Utilization of Grants :-

As per Government of  Maharashtra order dated 23rd march 2006 , Panchyati Raj Institutions were directed to spend ap least 60% of  Twelfth Finance Commission grantson water supply and sanitation and the balance on other specified purposes,such as cremation ground ,construction of gram panchayat building drainage and allied roads ,the repairs of anganwadi building, schools,Primary Health Care Center building,Live Stock Development building also can be done from this grant.

Out of the total grants received to each district 50% of  the grants are distributed to Gram Panchayat , 25% are distributed to Panchayat Samiti and balance 25% is retained at Zilla Parishad  level.

Till date Latur District has received grants in six instalments.
