About Rural Water Supply & Minor Irrigation Department:

 

There are two departments In Latur Z. P. one is the Rural Water Supply and second is Minor Irrigation Works both are handled by the same department. The departments is originally of Water Supply with additional works of Minor Irrigation.

Executive Engineer is the responsible person for this department who makes the reports to Add. CEO for Minor Irrigation issues and to CEO for Rural Water Supply issues.

The department has 6 subdivisions, out of which 4 sub-divisions are under Rural water supply (Latur, Renapur, Ahmedpur and Nilanga) and 2-subdivisions (Udgir and Ausa) are under minor irrigation. All these sub-divisions implement the schemes of both the departments i.e. Rural Water Supply and Minor Irrigation. Works of 10 blocks are distributed to various subdivisions as follows.

This department covers schemes to provide irrigation facilities in the range of 0-100 hectors of irrigation capacity. Funds are provided for various programmes by State Govt.to district planning & development committee to construct & maintain the percolation tanks, irrigation tanks & K.T. weirs. Under Rural water supply dept., there are various programmes from Central and State Govt. to construct rural water supply schemes.

There are two sections in this dept. One is technical section., where qualified engineers are working for estimation, planning and execution of programmes issued by Additional CEO & CEO of Z.P. after their initial review and sanction. The second section is adminstration. The administration section takes care of record, verification & reporting of the programmes to dept. head, Add. CEO & CEO. The admin. section also works for requirements and getting funds from Govt., procurement of goods required for various programmes and keep the stock of these goods. The requirements received from different sections of Z.P., elected representatives, BDOs, Dy Engineers, Gramsevaks against different laid down programmes are fulfilled with an implementation plan & reported as appropriate. After receiving sanction, if goods are to be procured, proper tenders are issued to approved suppliers or goods are procured from approved rate contract suppliers. Scrutiny of the beneficiaries is made by this dept. State Govt. conducts the survey of affected rural areas and prepares budget for them. Minor Irrigation div. tenders and declares in news paper contractors are selected on the basis of supplier selection criterian as per tender. Once the contractors are nominated the works are carried by the field staff from respective subdivision. Minor Irrigation department carries the inspection of the Project work periodically. Minor Irrigation div. calls the beneficiaries and forms water conservationsocieties and handovers the project to these societies for their benefits. The executive engineer visits to project sites to check the functioning of the programmes and its benefits to the rural population as per plans and designs. Minor Irrigation Div. keeps track of every programmes and prepares data analysis reports showing the effectiveness. Under water supply dept., the Exec. Engineer visits regularly to sites to check the speed, clarity & quality of the work and functioning of the schemes and its benefits to the rural population. In Water supply dept. Dy Engineer helps in giving the benefits to selected beneficiaries and inspects proper utilization of various goods and facilities. If funds are to be distributed to beneficiaries, (after receiving sanction) they are transferred in bank and cheques are issued to beneficiaries. Water department keeps track of every programme and prepares data analysis reports showing the effectiveness. The admin. and commercial section of Water dept. takes care of record and evaluation and reporting of the programmes to Dept. Head and CEO.

As per the Govt. Resolution No.Rws/1099/328/Ws-07/Mantralaya,Mumbai-32.date 27July2000 the revised guidelines are given for implementation of water supply schemes and they are published. Water supply schemes collect the water tax for repair and maintanance of schemes are implemented by the village water supply and sanitation committee. The 10 % public contribution of the estimated cost of scheme is compulsory. Now the water supply schemes are demand oriented programme.

As per Govts. directives repairs of old schemes, source strengthening is the priority instead of constructing new schemes.

From Shivkalin scheme and up-abhiyan the budget provision is made for only the source strengthning works.

Rural Water Supply Department :

As per the Govt. Resolution No.Rws/1099/328/Ws-07/Mantralaya,Mumbai-32.date 27July2000 the revised guidelines are published for planning, implementation of water supply programme. Now the concept of need based water supply is converted in to Demand Based.

Planning, construction, (Implementation) and maintainance of the water supply schemes are now to be done by villagers and village water supply and sanitation committee under guidance of various departments. (Z.P. / M.J.P. / G.S.D.A ..... etc).

10% public contribution is now compulsory for each new demanded water supply scheme.

Mechanical Sub Division :

Mechanical Subdivision is a wing of Zilla Parishad working under Executive Engineer, Rural Water Supply division in Latur district since 1973. Dy. engineer is a Head of this department having staff Junior Engineer, Mechanic, Driller, and Jack hammer Driller, Driver etc.

Aim & Function: - Aim of this department is to supply drinking water in rural area by Hand pump & Power pump. Functions of this sub division, Zilla Parishad are as follows.

 
1) Bore Well Drilling :
Bore well drilling programme under various schemes such as rural water supply programme, Scarecity programme, SCP, MP fund / MLA fund etc. For this purpose office has a Spar- II rig machine for drilling 150 mm diameter bore wells for drinking water purpose in rural area.
 
 
2) Rejuvation Of Bore wells :

So many existing bore wells were drilled under various programmes. But now some bore wells were damaged due to various reasons such as penetration of roots of neighboring trees, litho logical problems ( Collapsible strata ) , falling stones , damage of pipe line etc. If these bore wells are flushed or predrilled they can be used again. For this purpose office, has a Inwell Rig machine for drilling of 110 mm dia bore wells in well , for flushing of damaged bore wells .

 
 
3) Blasting work Unit :

Four Blasting Units are in working condition and are used for Digging wells, construction of percolation tanks and channel blasting etc. All these works are carried out by the dept. After receiving demand from village panchayat @ V.W.S.C. by taking charges from concern Agency as per govt. norms.

 
 
4) Unconventional Works :

Various unconventional methods are used for strengthing existing drinking water sources such as Bore Blast, Techniques (B.B.T.), Fracture sealing Gementation (F.S.C.), Jacket Wells....etc. All above works are carried out by District Senior Geologist.

 
 
5) Repairs and Maintainance of Hand Pump / Power Pump :

Since 1978, under three tier system all existing hand pumps and power pumps are repaired by Zilla Parishad. Now the concept is changed and programme is demand driven. Gram Panchayats can do the repairs of Hand pump / Power pump themself. With the help of local experts available or otherwise need to do Anual Contract with Zilla Parishad for repairs maintainance.
