Public Health Infrastructure and Human resources            

There is a two-tier structure for District Health Society – a Governing Body and a Executive Council(Secretariat).  While the Collector is co-chairman & Z. P. President is the Chairperson of District Health Mission(Governing body of District Health Society). The CEO being chairperson & DHO as member secretary of District Health Society.

In district, the cornerstone for smooth and successful implementation of the mission depends on management capacity of District Programme Managers, smooth functioning of District health Society and empowerment of the programme implementation structure. The district programme management unit (DPMU) established under RCH II programme are now functioning, under the umbrella of the District Health Mission.  Suitable manpower resources for programme management and finance/accounts functions are provided.  

 In order to strengthen district DPMU, skilled personnel i.e. District Programme Manager, District Accounts Manager, District Monitoring and Evaluation Officer and Statistical Assistant (3) are being Appointed on Contractual basis. These personnel provide the basic support for programme implementation and monitoring at district level. The Programme Manager is responsible for all programmes and projects in district and the Accounts Manager is responsible for the finance and accounting function of District Health Society. The Statistical Assistant works in close consultation with district officials, facilitate working of District Health Society, maintains records, creates and maintains district resource database for the health sector, inventory management, procurement and logistics, planning and monitoring and evaluation.  The District Accounts Manager is responsible for managing accounts of the society including grants received from the state society and donors, disbursement of funds to the implementing agencies, preparation of submission of monthly/quarterly/annual SoE, ensuring adherence to laid down accounting standards, ensures timely submission of UCs, periodic internal audit and conduct of external audit and implementation of computerized FMS DMEO is working under the supervision of S.O. in M&E Cell all the data concern with NRHM & Physical information having collected from Sub centre, PHC,THO at district level.M&E cell has well Equiped with internet facility at district level.Report collection compilation & Evalution & Submission has been done with the help of S.A. (3)working under M&E cell.Statistical Assistant are responsible for MIS and data collection and reporting at district level.  

 

Referral Network

Latur has a reasonably large network of health institutions for providing referral services. Eventhough, it has been observed that more than 50% of beneficiaries attend private sector due to better accessibility and nature and quality of services. The government network is detailed below:
